Is this litter being whelped/reared in your home?
This is to be contrasted with being whelped 'out in the kennel' or outside. If they don't care enough to have the pups in their home, why are they doing this? If they have so many litters on the ground at one time that having them all in the house is not practical, then you know what you have to do. Find another breeder!
Additionally the handling and attention they get during those first few weeks are critical to their overall bonding with people. Where would puppies get the most attention? If they are with their mother 'out in the kennel' or in the bedroom of the breeder?
